Renting a Minibus Without a Driver in Almaty: What’s Really Available

The main reason: The license category

Driver’s license categories in Kazakhstan are defined the same way as in most countries that have joined the Vienna Convention on Road Traffic. Category B covers vehicles with a maximum permissible weight of up to 3,500 kg and no more than eight seats in addition to the driver’s seat. Anything larger falls under category D, and subcategory D1 is limited to sixteen seats in addition to the driver’s.

The passenger version of the Toyota Hiace falls right into this range, that is, into D1. The category is obtained separately: training, a medical exam, a driving test. It is usually earned by people who plan to drive for a living, not by someone who takes friends to Big Almaty Lake once a year.

Rental companies know this and simply don’t build a fleet for customers who almost never show up. When a minibus is rented out without a driver at all, it is usually to specific regular clients: businesses with their own staff drivers, rotational work crews, company fleets.

• Category B — up to eight passenger seats in addition to the driver’s.
• Subcategory D1 — nine to sixteen seats in addition to the driver’s; this is where the Hiace falls.
• Category D doesn’t come automatically with years of driving; you have to obtain it separately.
• Few private customers hold category D, so rental companies offer almost nothing.

Liability and insurance: How renting differs from passenger transport

The second set of reasons is legal. Compulsory motor third-party liability insurance covers harm the at-fault driver causes to other people, including passengers in their own vehicle, but not repairs to the vehicle itself. For carrying passengers, Kazakhstan has a separate compulsory insurance of the carrier’s liability to passengers — and it is held by the carrier, not by the person who rented the vehicle.

A simple example shows the difference. If you rent a minibus and drive your colleagues or wedding guests in it, you are the one responsible for their safety. If the same group travels in a minibus with a driver and a full set of documents, the responsibility lies with the carrier, and the passengers are insured.

When people are carried for money — tourists, employees under a contract, guests at an event — it is passenger transport, not rental. A carrier’s vehicle comes with technical inspections, rules on the driver’s working and rest hours, and trip paperwork. A renter gets none of this with the keys.

The deposit: Why the amount seems out of proportion

The deposit for a minibus is based not on the daily rate but on the value of the vehicle itself and the deductible on its insurance. A passenger Hiace costs considerably more than a car, its body is long, bodywork is more expensive, and every day it sits idle after an accident is a lost booking.

Hence the practice: the deposit for a minibus is noticeably higher than for a sedan of the same year, and it is often requested in cash or held on your card. Ask for the amount before you go to pick up the vehicle, or the conversation at the office will be unpleasant.

It also helps to find out right away the other figures that make up the total: the daily distance limit, the cost per kilometer over the limit, the deductible, and who pays for a tow truck. The logic is the same as in how the price of a rental with a driver is calculated: the price has several parts, and it is better to see them all in advance.

• The deposit depends on the vehicle’s value and the deductible, not on the number of rental days.
• Check the form of the deposit: cash or a hold on your card, and when it is returned.
• Ask about the distance limit — it is critical for out-of-town trips.
• Check separately whether you may drive outside the region and abroad.

What it actually costs with a driver

This is where most people rethink their plans. They look for a self-drive option, assuming it is much cheaper, but forget that without a driver the fuel, fines and deposit are on you, and the daily rate covers the whole vehicle regardless of how many hours you actually drove.

With a driver, the math looks like this. Hourly minibus rental starts from 10,000 ₸ per hour with a 3-hour minimum — 30,000 ₸ per trip, including the vehicle, driver and fuel. A full 8-hour working day is 80,000 ₸. The amount doesn’t depend on how many people travel.

Intercity trips are priced by the whole route, not by the hour. A trip to Charyn Canyon costs from 80,000 ₸ for the whole minibus, and that already includes fuel for the 430 kilometers there and back. Meeting a flight is from 20,000 ₸ per vehicle. With a self-drive minibus, you would pay for the fuel for that distance separately, on top of the daily rate.

When a self-drive rental really is right for you

There are situations where looking for a vehicle without a driver makes sense, and we won’t pretend they don’t exist.

First: you or someone in your group holds category D or D1. Then it is only a matter of finding a rental company that rents out minibuses and agreeing on the deposit. Second: there are actually 6–8 of you. That is not a minibus but a minivan like a Hyundai Starex or Toyota Alphard, and rental companies hand these out on an ordinary category B license with no unusual conditions. Third: you need the vehicle for a long time and for personal use — say, for a week of moving house — when hourly rental no longer makes sense.

We don’t rent out vehicles like that and won’t pretend we do: we have one vehicle, a 13-seat Toyota Hiace, and it always goes out with a driver. But before you go to a rental company, add everything up: the deposit, the fuel, your own fatigue behind the wheel on mountain switchbacks, and the responsibility for someone else’s vehicle. How to choose between the two in five minutes

Let’s boil it down to a few questions you can answer yourself. How many people are going? If more than eight, the self-drive option drops out almost automatically. Do you have category D? If not, there is nothing more to calculate. Are you ready to spend the whole day behind the wheel and then drive a tired group back as well?

And finally — where exactly are you going. In the city, the difference between the options is not that big, but on intercity routes a driver who knows the road, the passes and where to stop saves time: nobody has to hunt for turns and parking on a navigation app. It is especially noticeable on mountain stretches and dirt roads, where someone else’s vehicle with your deposit on it adds stress for no reason.
